In
Indonesia, Bangladesh, and Bahrain, Mr. Thomas was a technical
assistance advisor and project manager for administrative improvement and
institutional development programs. For the University of Southern
California he was a manager of international
projects, an academic administrator and a teacher and trainer. He managed a
public administration improvement project in Bangladesh including advisory
assistance to its national civil service training center. He was a consultant
to Indonesia's national planning agency (BAPPENAS) for selecting, preparing and placing
government officers in graduate degree programs overseas.
Mr. Thomas has designed training programs in democratic governance and
professional
management for government officials in the U.S., Eastern Europe, South
Asia and the Middle East. From 2001-2002 he was chief of party
for a USAID-funded local
government initiative, designed partially on an innovative model for
collegial and collaborative support to both public and civil society to
encourage policy change, which worked to strengthen local government in
Bangladesh.
For mayors, elected councilmen, and other "gmina" (city) officials in Poland, Mr. Thomas designed and tested training modules and trained trainer candidates, emphasizing the requirements of accountability, transparency and consensus building as fundamental to democratic governance. He has also designed and offered training in ethics for urban managers in the U.S. and management concepts for scientists in Pakistan.
Mr.
Thomas earned a doctorate in political science and public administration at the
University of California, Los
Angeles; and master's and bachelor's degrees in political science,
history and education at Duke
University. He
currently is President and member of the Board of Trustees for the James P.
Grant Trust for International Social Development, Washington D.C.
